The World After North Korean Missile Launch

We all knew they were going to launch it - and it wasn't a dud exactly. Nobody shot it down like we all threatened and now the UN and the US look like Yosemite Sam drawing another line in the sand:

"Oh yeah rabbit, I dare ya to cross over THIS line!"

I have to wonder - what can sanctions do to a nation that does not care? You can put up a full on embargo with naval blockade and the North Korean military would still thrive at the expense of the populace.
